The Committee, which was established by the Prime Minister under the leadership of Minister Ruwan Wijewardhana, consists of 17 members.
It consists of Ruwan Wijewardhana, Bandula Lal Bandarigoda, Eran Wickramaratne, Sandith Samarasinghe, Hector Appuhami, Wadiveil Suresh, Lakshman Wijemanna, Harshana Rajakaruna, Muribar Rahuman, Thusitha Wijemanna, Laki Jayawardhana, Buddhika Pathirana, Nalin Bandara, Rohini Kawirathna, Ashoka Priyantha, S.M. Marikkar and Kavinda Jayawardha. This Committee has gathered in room no.108 of the Temples Trees in three instances, namely on 3rd, 14th and 16th March, 2018, and has prepared the report which includes these suggestions and recommendations.
The Committee Recommendations
This Committee Report consists of 9 key suggestions and several sub suggestions for UNP reform.
The first suggestion presented in the report is that the party’s constitution must be democratized. Under that, two sub suggestions have been presented.
The first amongst them is that the party’s constitution must permit a leadership election after every presidential or a general election. The second one is that both the party’s working committee and the members of the parliament must be granted the right to vote.
The second key suggestion presented via the committee report is that all key positions within the party, including chairman, general secretary and national organizer, must be offered to proactive, new leaders. Under this section, 5 sub suggestions have been indicated.
Nominating the party’s next leadership respecting the public’s opinion, authorizing the deputy leader through the constitution to establish party’s associations all over the country, appointing several vice leaders with public attraction and appointing a person who does not represent the parliament to the position of general secretary, are amongst the presented sub suggestions.
The third key suggestion is to restructure the party, create several new positions and appoint proactive leaders to those positions. Under this section, 9 suggestions have been presented.
Through that, it has been suggested to appoint several new positions including an executive officer who will perform communications and promotions, handling media, social media, members’ development, civil organizations, international relations, research and development and coordinating with the party’s headquarters.
Amending the names of existing rural associations of the party and directing them to a brand-new path has been presented as the fourth key suggestion.
The fifth suggestion pays attention to strengthening the religious base of the party.
The sixth suggestion pays attention to offering managing director positions, chairman positions in government institutes or consultant positions for seat organizers and division-district managers who have lost seats.
Through the seventh suggestion, it is suggested to assign provincial councilors, who do not hold seat organizing positions, with divisional responsibilities within their respective divisions.
Fully reforming the staff of the Sirikotha party headquarters has been presented as the eighth suggestion.
The final suggestion of the Ruwan Wijewardhana Committee Report is to strengthen the party’s fund.
Incomplete implementation of the committee report by the leadership
However, as mentioned by a powerful figure representing the rebellious side of UNP reforms, the party’s supporters have been disappointed in the party’s leadership because of the fact that the committee report was incompletely implemented. They are of the opinion that the party could have gone a revolutionary journey if the reforming had been carried out as recommended by the committee report.
The party’s leadership has lost the opportunity to build at least a skilled leadership by creating multiple positions of vice leaderships and because of that, a problem that could have been solved within the party has now become a topic discussed at national level.
He further mentioned that the party therefore must take immediate actions to solve this issue and even the persons who have taken a stance on behalf of the current leadership in difficult situations, are now dissatisfied about the role of the leadership.
